Depends how you are underwater. If you are inside a submarine then yes I believe. However if you are snorkelling then you need to come up to the surface quite often for air and in that case you aren’t really crying completely underwater.
I have felt happy when I dive and hence did not feel the need to cry. But while wearing the diving mask on you can still ‘cry’, though I wouldn’t recommend you to waste the air in your lungs and your Oxygen tank in facilitating crying. Also when your tears fill up the mask it might get uncomfortable.
